Meeting 461 - September 25, 2017
Executive Council met at 1:30 p.m. at Lee Hall. Present were Dr. Mark E. Keenum, presiding, Ms. Elizabeth Blaine, Dr. Greg Bohach, Dr. Judy Bonner, Ms. Susan Brooks, Dr. Timothy Chamblee, Dr. Brent Fountain, Dr. Regina Hyatt, Ms. Joan Lucas, Ms. Tyler McMurray, Ms. Jordan Ramsey, Mr. Steve Parrott, Mr. John Rush, Dr. David Shaw, Ms. Judy Spencer and Mr. Jim Laird.
Mr. Rush presented a revision of OP 01.03 Salary Supplement Fund-Raising. This policy clarifies what constitutes "appropriate and ethical" fund-raising activity as it relates to the solicitation of gifts from which the solicitor stands to realize a pecuniary benefit through a supplement to the solicitor's salary. The proposed revision contains only minor changes. The Council recommended approval.
Ms. Ramsey presented an update of OP 01.19 Misuse of University Assets. This policy clarifies acts that are considered to be a misuse of university assets, and describes the steps to be taken when misuse of assets or dishonest or fraudulent activities are suspected. This policy also includes procedures to follow in accounting for missing funds, restitution and recoveries. The proposed revision contains only minor changes. The Council recommended approval.
Dr. Hyatt presented a revision of OP 91.315 Guidelines Concerning the Use of Surveillance Cameras on Campus. This policy allows the MSU Police Department to use electronic access control, surveillance cameras and security systems to deter criminal activity and aid in investigations. The policy provides uniform guidelines for the ethical use of electronic safety and security systems on the Starkville, College Park and Riley campuses and lists video that is not subject to the policy. It applies to access control systems, video and electronic surveillance systems that monitor or record university facilities and/or faculty, staff, students and visitors to those facilities. The proposed update will facilitate a more unified and comprehensive approach to security and access control installation and use moving forward. The Council recommended approval.
