Executive Council met at 1:30 p.m. at Lee Hall. Present were Dr. Mark Keenum, presiding, Dr. Julia Hodges, Dr. Bill Herndon, Dr. Regina Hyatt, Dr. David Shaw, Mr. Mike Rackley, Ms. Tamara Gibson, Mr. Joe Farris, Ms. Jenny Davis, Dr. Tim Chamblee, Mr. John Rush, Mr. Don Zant, Mr. Brandon Jolly, Dr. Cody Coyne, Ms. Roxanne Raven, Mr. Don Zant, Mr. Bo Hemphill, Ms. Judy Spencer, and Ms. Amy Tuck.

Ms. Spencer presented for approval a new policy, OP 01.06, Delegation of Signature Authority, on behalf of the ad hoc Signature Authority Committee. The policy standardizes the signature delegation process for internal university documents. A Delegation of Signature Authority e-form must be completed and approved to delegate signature authority for a specified period or for the remainder of a fiscal year. The Council recommended approval.

Dr. Hodges presented for approval a revision of AOP 13.12, Summer School Teaching. The policy provides that compensation for summer teaching is up to 8.33 percent of the previous nine-month base salary for each three-hour course taught and that the maximum for full-time teaching in the summer is normally 33.3 percent of the previous nine-month base salary. The Council recommended approval.

Dr. Hyatt presented for approval a revision of OP 91.301, Smoking and Tobacco Use on Campus. The revised policy prohibits smoking of any tobacco-based product on the Starkville and Meridian campuses by students, faculty, staff or visitors. Appropriate signage regarding smoking will be installed in coming months with the policy to be in full effect with the start of the fall 2016 semester. The policy provides information about smoking cessation programs available to employees and students. The Council recommended approval.

Dr. Shaw presented for approval an updated version of OP 79.07, Minors in Laboratories, Animal Facilities, or Maintenance/Shop Areas. The policy outlines required safety and approval procedures for visiting or working in designated areas by minors who are not MSU students. The Council recommended approval.
