Executive Council met at 1:30 p.m. at Lee Hall. Present were Dr. Mark Keenum, presiding, Dr. Jerry Gilbert, Dr. Greg Bohach, Dr. Regina Hyatt, Dr. David Shaw, Ms. Tamara Gibson, Mr. Joe Farris, Ms. Lesia Ervin, Dr. Tim Chamblee, Mr. John Rush, Mr. Don Zant, Ms. Amy Tuck, Ms. Joan Lucas, Dr. Cody Coyne, Mr. Cedric Gathings, Mr. Don Zant, Mr. Bo Hemphill, Mr. JoJo Dodd, and Mr. Brett Harvey.

Dr. Gilbert presented a recommendation to rescind AOP 12.31, Freshman Course Load, and approve a revised version of AOP 12.22, Undergraduate Course Load, which would supersede the rescinded policy. The Council recommended approval.

Dr. Gilbert presented a recommendation to rescind OP 91.118, Sexual Misconduct, and approve a new policy, OP 3.04 Sexual Misconduct, which would replace the rescinded policy. University Title IX director Brett Harvey described the new policy, which applies to faculty, staff, and students; defines sexual misconduct; defines consent; and provides information about reporting, investigation and adjudication, and assistance and support. The Council recommended approval.

Dr. Gilbert presented for approval a proposed new policy, OP 30.07, International Travel to Destination with State Department Warning. The policy requires travelers to sign an assumption of risk statement when traveling to designated areas and provides a mechanism by which students may seek approval to travel to designated areas for academic study or research. The Council recommended approval.

Dr. Shaw and Dr. Bohach presented for approval a revised version of OP 76.01, Intellectual Property at Mississippi State. The revised policy would bring university procedures in line with all federal guidelines. Primary changes to the policy are related to royalty distribution on plant patents and plant variety protection. The Council recommended approval.

Dr. Shaw presented for approval a revised version of OP 79.03, Human Subjects in Research. The revisions ensure that the university remains in compliance with federal regulations. The Council recommended approval.

Dr. Hyatt presented for approval an updated version of OP 91.100, Student Code of Conduct. The Council recommended approval.

Dr. Hyatt presented a recommendation to rescind OP 91.209, Financial Policies for Student Organizations -- Accounts, and approve a revised version of OP 91.200, Student and Other University Organizations, which would supersede the rescinded policy. The Council recommended approval.
