Executive Council met at 1:30 p.m. at Lee Hall. Present were Dr. David Shaw, presiding, Dr. Greg Bohach, Mr. Bill Broyles, Mr. Don Zant, Ms. Amy Tuck, Dr. Peter Ryan, Ms. Haley Grantham, Mr. Bo Hemphill, Dr. Randy Follett, Mr. David Easley, Mr. Mike Rackley, Ms. Penny French, Dr. Tommy Stevenson, Mr. Joe Farris, Ms. Jordan Ramsey, Dr. Tim Chamblee, Mr. George Davis and Mr. Jeremiah Dumas.

Ms. Tuck presented for approval proposed parking permit fees for 2014-15. The council recommended approval of the proposed increases, which are incorporated into OP 91.307, Traffic Rules and Regulations, and subject to approval by the Commissioner of Higher Education.

Mr. Zant presented for approval a revision of OP 61.01, Account Reconciliation. The revision clarifies the responsibility of each department to ensure that it does not incur a deficit balance, except for specifically defined and approved exceptions. If a deficit balance does occur, a plan to eliminate it must be submitted to the Division of Budget and Planning. The council recommended approval.

Dr. Bohach presented for approval a revised and updated version of OP 56.09, Research and Extension Associates for the Division of Agriculture, Forestry and Veterinary Medicine and the Division of Research and Economic Development. A significant revision allows the promotion process to begin at any time during the year, rather than by a single specified date. The council recommended approval. Also, as a result of the council discussion, the possibility of adopting an appeals process related to promotion will be discussed with the staff councils for the two affected divisions.

Dr. Bohach presented a proposal to name the Brown Loam Branch Experiment Station at Raymond the E. G. (Gene) Morrison Brown Loam Branch Experiment Station in honor of service to the university by Mr. Morrison, who served as superintendent of the station from 1956 to 1988, when he was promoted to head the Central Mississippi Branch Stations. Mr. Morrison retired in 1992 after 40 years with MSU, including 35 years with supervisory and programmatic responsibilities for the Brown Loam Branch Experiment Station. The council recommended approval. The proposal will be submitted for approval by the Board of Trustees of State Institutions of Higher Learning.

Mr. Hemphill presented as an information item a proposal to name the track and field and cross country areas as the Mike W. Sanders Track and Field Complex, in recognition of gifts by Mr. Sanders in support of the track and cross country teams. The proposal was previously approved by the President?s Council as prescribed by the university policy on gift-related naming and will be submitted for approval to the Board of Trustees of State Institutions of Higher Learning.
