Executive Council met at 1:30 p.m. at 611 Allen Hall. Present were Dr. Mark Keenum, presiding, Dr. Julia Hodges, Dr. Greg Bohach, Mr. Bill Broyles, Dr. Melvin Ray, Mr. Don Zant, Ms. Amy Tuck, Mr. Mike Nemeth, Dr. Meghan Millea, Ms. Vicki Brown, Mr. Mike Rackley, Dr. Cade Smith, Ms. Shelby Balius, Mr. Mike Rackley, Ms. Joan Lucas, Dr. Tommy Stevenson, Mr. Joe Farris, Ms. Lesia Ervin, and Ms. Jordan Ramsey.

Dr. Bohach recommended that the Central Mississippi Research and Extension Center at Raymond, Miss., be named in memory of Frank T. (Butch) Withers, Jr., the former head of the center, who was a university staff member from 1966 until his retirement in 2006. The Council recommended approval. The recommendation will be forwarded to the Board of Trustees of IHL.

Mr. Broyles presented for approval a revised version of OP 91.310, Outdoor Amplified Sound. The revisions include changing ?music? to ?sound? in the policy, adding faculty representation to the committee that chooses spring weekend dates on which outdoor amplified sound events are permitted, giving the Dean of Students discretion to require that sound levels be lowered as needed, and exempting MSU athletic events and MSU band practice from the policy. Ms. Tuck presented for approval an updated version of OP 63.01, Faculty/Staff Temporary Housing, to be renumbered as 95,500. The council recommended approval. The revised policy is on line at http://www.msstate.edu/dept/audit/PDF/95500.pdf.

Dr. Smith and Ms. Lucas discussed the need for revision and updating of OP 01.01, Operating Policy and Procedure System. Ms. Lucas asked that Council members review the policy and numbering system and send suggestions to her to be used in drafting a revised policy for future consideration by the Executive Council.
