Executive Council met at 1:30 p.m. at 611 Allen Hall. Present were Dr. Mark Keenum, presiding, Dr. Jerry Gilbert, Dr. Greg Bohach, Mr. Bill Broyles, Dr. David Shaw, Mr. Don Zant, Ms. Amy Tuck, Mr. Mike Nemeth, Dr. Meghan Millea, Mr. John Rush, Mr. Mike Rackley, Dr. Cade Smith, Ms. Shelby Balius, Mr. Mike Rackley, Ms. Joan Lucas, Dr. Tommy Stevenson, Mr. Joe Farris, and Ms. Lesia Bryant.

Dr. Gilbert presented for approval HRM 60-225, Tuition Remission?Employees. A change in the policy would exempt employees participating in the Tuition Remission Program from paying Distance Learning fees, although the instructional support fee and other applicable fees such as lab fees would still be charged. The Council recommended approval. A suggestion that the limitation of six credit hours per semester eligible for tuition remission be increased to eight hours, to accommodate laboratory courses, will be referred to the Employee Benefits Committee.

Dr. Gilbert presented for approval an update of OP 1.22, Use of Voice Mail. The Council recommended approval.

Dr. Shaw presented for approval a revision of OP 79.05, Laboratory Animal Welfare. The revision expands the definition of animals to include post-partum pre-weaned animals.

Mr. Broyles presented a revision of OP 91.310, Outdoor Amplified Music. A proposed change would increase from four weekends to six weekends during the spring semester the periods during which outdoor amplified music events are permitted. After discussion, the proposal was tabled pending further revisions.

Mr. Zant recommended approval of an updated version of OP 1.08, Non-personnel Expenditure Approval. The Council recommended approval. Mr. Zant recommended that OP 1.02, Required Signature Levels for Expenditures Documents, be rescinded, as its provisions have been incorporated into OP 1.08. The Council recommended approval.

Mr. Zant presented for approval an updated version of OP 62.03, Investment Policy. The Council recommended approval.

Ms. Lucas presented for approval a new policy, Child Protection Policy, OP 1.29, which provides that it is mandatory for university employees or others affiliated with the university to immediately report any suspected child abuse or neglect to the state Department of Human Resources, as provided for in state law, and to further immediately report the suspected abuse to the University Police Department and also to either the Office of Internal Audit, Human Resources Management, a Vice President, or the Dean of Students. The Council recommended approval. The policy will be further reviewed and refined in the future.
