Executive Council met at 1:30 p.m. at 611 Allen Hall. Present were Dr. Mark Keenum, presiding, Dr. Greg Bohach, Dr. Jerry Gilbert, Dr. Bill Kibler, Dr. David Shaw, Dr. Mary Alexander, Mr. Thomas Sellers, Dr. Hart Bailey, Mr. Mike McGrevey, Mr. John Rush, Mr. Sam Manning, Mr. Duncan McKenzie, Mr. Joe Farris, Ms. Julie Fulgham, Mr. Don Zant, and Ms. Joan Lucas.

Mr. Manning noted the upcoming Staff Appreciation Day on May 7 and requested that schedules be arranged to allow all staff employees adequate time to participate in the activities.

Dr. Kibler presented for approval Operating Policy 91.110,Campus Advertising, Sponsorship and Solicitation, an extensive revision of an existing policy. The council recommended approval. Related to the topic of solicitation, the office of General Counsel will prepare a report on legal requirements for mass email messages distributed on campus.

Dr. Shaw presented for approval a revision of Operating Policy 80.12, Distribution of Returned Facilities and Administrative Costs. The revised policy would direct 44 percent of recovered F&A to the General Fund, up from 40 percent, reflecting the redirection of 4 percent previously allocated to the Reach for Excellence Fund; 19 percent to the Office of Research and Economic Development; and 37 percent to the Generating Unit, with three-fourths of the overhead returned to the generating unit retained by the lead generating unit and the remainder distributed to collaborating departments. The policy does not apply to the Division of Agriculture, Forestry and Veterinary Medicine. The council recommended approval. Dr. Shaw presented for approval OP 01.01, Policy and Guidelines for the Establishment and Operation of Research Institutes, Centers, and Related Entities, to reflect the changes to OP 80.12.
