Executive Council met at 11 a.m. in 611 Allen Hall. Present were Dr. Peter Rabideau, presiding, Dr. Bill Kibler, Dr. Jimmy Abraham, J. R. Love, Mike Harris, Dr. Melvin Ray, Dr. Melissa Mixon, Dr. Bob Wolverton, Joe Farris, Dr. Mary Alexander, Charles Guest, Don Zant, Ann Bell, Julie Rester, and Julie Fulgham.

Dr. Kibler presented for approval a revised version of OP 91.178, Out-of-State Tuition Waivers and Scholarships. The principal change requires that children of alumni who receive a 50 percent waiver of non-resident tuition maintain a 3.0 GPA at the end of each fall semester to retain the award, which is consistent with the requirement for other types of out-of-state waivers provided for in the same policy. Previously, the required GPA was 2.85. The council recommended approval.

Dr. Kibler presented for approval a revised version of OP 91.100, Student Code of Conduct. The revised version changes the time allowed to file an appeal of a judicial proceeding decision to five working days, rather than 10 days, and provides that appeals may be heard by an administrative officer or the Judicial Appeals Board. The revised policy also reflects changes in terminology, clarifications, and editorial changes. The council recommended approval.

Mr. Love reported on efforts of student associations at IHL institutions to organize in support of improved legislative funding for higher education during the current legislative session.

Ms. Bell presented for approval a revised version of Human Resources Policy 60-103, Recruitment and Selection. The revised policy incorporates content from rescinded policies on minimum age for employment and pre-employment testing, and deletes information included in the "hiring tool kit" for employing departments available on the HRM website. The council recommended approval.

Ms. Bell presented for approval a revised version of HRM Policy 60-118, Drug and Alcohol Free Workplace. The revised policy allows for drug and alcohol testing of employees based on reasonable suspicion that the employee has used drugs or alcohol in violation of the policy. The council recommended approval.

Ms. Bell presented for approval a revised version of HRM Policy 60-401, Guidelines for Employee Conduct. The revised policy adds references to: failure to notify of absence in accordance with department procedures; failure to notify the supervisor of leaving the workplace or failing to return after a break; failure to follow dress code/identification badge procedures; using another person's computer access information; and sleeping on the job. The revised policy also includes editorial changes for clarification and deletes information covered elsewhere. The council recommended approval.

Ms. Bell presented for approval a revised version of OP 61.02, Policy on Salary Adjustments: Staff Positions. The revised policy specifies periods in the spring and fall when positions may be assessed for reclassification, with changes to be effective the following January 1 or July 1. A procedure is specified for salary adjustments requested outside the specified windows. The council recommended approval.
