Executive Council met at 11 a.m. in 611 Allen Hall. Present were Dr. Peter Rabideau, presiding, Dr. Bill Kibler, Mike Harris, Dr. Dennis Prescott, Dr. Colin Scanes, J. R. Love, Mike McGrevey, Dr. Sandra Harpole, Don Zant, Joe Farris, Julie Fulgham, Charles Guest, Jim Jones, Mary Alexander, and Bob Williams.

Dr. Kibler recommended that Student Affairs OP 91.206, Fraternity and Sorority Parties Following Home Football Games, be rescinded. The topic is now part of OP 91.200 on student organizations. The council recommended approval of the recision.

Dr. Kibler recommended approval of a revised version of OP 91.205, Liability Insurance Requirement for On-campus Greek Organizations. The changes consist of editorial revisions only, with no substantive changes. The council recommended approval.

Dr. Kibler recommended approval of a revised version of OP 91.177, Extended Orientation for International Students. The changes consist of editorial revisions only, with no substantive changes. The council recommended approval.

Mr. McGrevey recommended approval of OP 01.4, Emergency Operations Policy, which conforms to requirements of the National Emergency Management Association. The council recommended approval. Procedures for implementation of the Emergency Operations Policy, including the Incident Preparedness Plan and General Emergency Guidelines, are on line at http://www.fm.msstate.edu/safety/ .

Mr. McGrevey recommended approval of a revised version of OP 63.01, Faculty and Staff Temporary Housing. The primary revision would set the time limit on occupying faculty housing at 3 years, rather than 2 years. The council recommended approval.

Dr. Rabideau recommended approval of revised versions of several Academic Operating Policies, with all of the changes consisting of non-substantive editorial changes. The council recommended approval of all of the revisions. Updated policies include: AOP 12.01, Academic Add/Drop Policy; AOP 12.27, College-Level Examination Program (CLEP); AOP 12.31, Freshman Course Loads; AOP 12.32, Refund and Course Credit Policy for Student Members of the Military Called to Active Duty or Deployed; AOP 13.01, Emeritus Appointments; AOP 13.11, Academic Freedom; AOP 13.20, Exit Interviews of Departing Faculty; AOP 10.03, Deans Council and Associate Deans Council; AOP 13.08, Travel by Faculty and Staff; and AOP 31.10, Schedule Planning and Registration.

Dr. Scanes recommended approval of a revision of OP 80.12, Distribution of Recovered Facilities and Administrative Costs at Mississippi State University. The revised distribution formula would allocate F&A cost recoveries to the General Fund, 40 percent; Reach for Excellence Fund, 4 percent; Office of Research and Economic Development, 19 percent; and Deans/Departments, 37 percent. The council recommended approval.
