Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Peter Rabideau (presiding), Dr. Sandra Harpole, Dr. Melissa Mixon, Dr. Bill Kibler, Dr. Mark Goodman, Mike Harris, J R Love, Ray Hayes, Dr. Dennis Prescott, Dr. Gary Pike, Dr. Melvin Ray, Joe Farris, Carson Cook, Don Zant, Charles Guest, and Ruth Prescott.

Dr. Kibler recommended approval of the Cost of Attendance Budgets for 2006-2007 as proposed by the Office of Student Financial Aid for full-time undergraduate and graduate, resident and non-resident students. The budget for a full-time, on-campus, state resident undergraduate with an average meal plan totals $14,885, including tuition and fees, books and supplies, room and board, and personal and transportation costs. The council recommended approval.

Dr. Rabideau recommended that the two buildings that make up the Raspet Flight Research Laboratory and commonly referred to as the Old Raspet Building and the Honda Annex be renamed, respectively, the Raspet Flight Research Laboratory and the Aerospace Technology and Development Building, as recommended by the Department of Aerospace Engineering and Bagley College of Engineering and endorsed by the Naming of Facilities Committee. The council recommended approval.

Dr. Rabideau recommended that the exhibit hall in the conference center of the Riley Center for Education and Performing Arts at Meridian be named in honor of State Rep. Charles L. Young Sr. of Meridian, as recommended by the dean of the Meridian Campus and endorsed by the Naming of Facilities Committee. The council recommended approval.

Mr. Zant presented for first reading a revision of Operating Policy 01.01, Operating Policy and Procedure System. Discussion ensured on a proposed provision that all policies should be reviewed at least every two years. The council voted to change the recommendation to a minimum of every five years. The full policy will be considered for approval at the next council meeting.

Dr. Kibler recommended that Student Affairs operating policies 91.140, Determination of Residence Hall Visitation; 91.141, Guests of Residents in Residence Halls; 91.142, Designation of Residence Hall Restroom Facilities; 91.143, Common Areas of University Residence Halls; and 91.144, Check-in and Check-out Regulations in University Residence Halls be rescinded. The council recommended approval.

Dr. Kibler recommended that Student Affairs operating policy 91.204, Stature Control Policy for Groups, be rescinded. The council recommended approval.

Dr. Kibler recommended revisions of Student Affairs operating policies 91.109, Dissent, Disruption, and Academic Freedom; 91.126, Electronic Communications Student Policy; 91.300, Blood Procurement; 91.302, AIDS Policy; and 91.310, Outdoor Amplified Music. The proposed changes consist of updates in titles, terminology, and policy review schedules. The council recommended approval.

Dr. Kibler presented for first reading a revision of Student Affairs operating policy 91.315, Guidelines Concerning Use of Surveillance Cameras on Campus. Upon discussion, introduction of the proposal was deferred pending further review of the proposed policy by the general counsel.

Dr. Kibler recommended revision of Student Affairs operating policy 91.351, Display of Flag. Changes consist of reformatting and revising the schedule for review. The council recommended approval.

Dr. Rabideau presented for first reading a proposed revision of Academic Operating Policy 10.01, Academic Operating Policy and Procedure Manual. Council members noted the need for the policy to be consistent with OP 01.01, also presented on first reading in a revised form.

Dr. Rabideau presented for approval revisions of AOP 11.05, Shortened Format Courses and Contact Hours; AOP 12.36, Repeat Policy; AOP 10.13, Adoption and Sale of Textbooks and Related Educational Materials; AOP 12.23, Cooperative Education Program; AOP 13.04, Attendance at Classes: Teaching Faculty; and AOP 13.15, Evaluation of Teaching Performance. The council recommended approval of each of the proposed revisions.

Dr. Kibler recommended approval of a revised version of Student Affairs operating policy 91.107, Release of Information by University Police Department, with an editorial change recommended at the previous council meeting. The council recommended approval of the revised policy.

Dr. Goodman suggested a review of campus faculty-staff housing policies that currently limit occupancy to two years, although College of Veterinary Medicine residents are appointed to three-year terms. Mr. Hayes agreed to review and report on the relevant housing policy provisions.
