Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Charles Lee, presiding, Dr. Peter Rabideau, JR Love, Dr. Melissa Mixon, Juli Rester, Larry Templeton, Dennis Prescott, Dr. Mark Goodman, Joe Farris, Charles Guest, Dr. Melvin Ray, Dr. Gary Pike, and Dr. Bill Person.

Dr. Mixon recommended that a new rose garden at the R. R. Foil Plant Science Center (North Farm) be named the Mississippi State University Veterans Memorial Rose Garden. The designation was previously endorsed by the Naming of Facilities Committee. Executive Council recommended approval. The garden was designed and built by the departments of Plant and Soil Science, Landscape Architecture, and others.

Dr. Rabideau recommended that the seminar room in the Center for Advanced Vehicular Systems Building be named in honor of Dr. J. Donald Trotter, as previously endorsed by the Naming of Facilities Committee. The Executive Council recommended approval.

Dr. Rabideau recommended that the winter holiday schedules be revised for 2006 and 2007 to start and end one day later. The changes would accommodate a "Maymester" starting in May 2008 and better align with local school calendars. As revised, the winter holidays would be Dec. 20, 2006 through January 2, 2007, and December 20, 2007, through January 2, 2008. The council recommended approval.

Dr. Kibler presented Student Affairs operating policies for revisions consisting primarily of editorial updates or to be rescinded. The council voted to waive a second reading and to recommend approval of the revised versions or to rescind the polices as follows:

OP 91.04: Student Development - rescind.

OP 91.05: Terminal Degrees - rescind.

OP 91.101: Definition of a Student - revise.

OP 91.102: Disciplinarily Suspended Students - revise.

OP 91.111: Student Absences - rescind.

OP 91.117: Student Use of Computing Resources - revise.

OP 91.120: Possession of Firearms, Explosives, Other Devices, Substances, or Weapons - revise.

OP 91.125: Policy on Use of Motor Vehicles by University Student Employees - revise.

OP 91.305: Management of Traffic and Parking - revise.

OP 91.306: Campus Roadways - revise.

OP 91.308: Skateboard, In-line Skates, Bicycles, and Motorized Vehicles - rescind.

OP 91.350: Reservation Policy and Procedure for Recreational Sports Facilities - revise.

OP 91.351: Display of Flag - revise.

Dr. Kibler presented for first reading Student Affairs operating policies 91.107: Release of Police Information and 91.204: Stature Control Policy for Groups.

Dr. Rabideau presented for approval on second reading operating policy 01.23: Social Security Number Usage. The council recommended approval.

Dr. Lee commented on the recent legislative session and anticipated university funding for FY 2007.
