Meeting 367 - September 12, 2005
The Executive Council met at 11 a.m. Present were Dr. Charles Lee, presiding, Dr. Peter Rabideau, Dr. Mark Goodman, Dr. Colin Scanes, Juli Rester, Larry Templeton, Dr. Melissa Mixon, Dr. William Kibler, Christy Vinson, Charles Guest, Joe Farris, Dr. Gary Pike, Ruth Prescott, and Charles Rivenburgh.
Dr. Scanes and Mr. Rivenburgh presented for first reading a proposed revision of Operating Policy 70.06, Intellectual Property. The primary proposed changes would clarify the applicability of the policy to students; define in more detail "University Assigned Efforts"; and reduce the share of royalties going to the Intellectual Property and Technology Licensing Department, or Research and Technology Corporation, to 10 percent from 15 percent after income reaches $100,000.
Dr. Kibler presented for first reading a proposed revision of Operating Policy 91.307, Traffic Rules and Regulations. Proposed changes would reflect the current organization of the university to include the Department of Parking Services, update sections on parking fines and ticket appeal procedures, and reduce the time before a vehicle may be reported as abandoned.
Dr. Kibler presented for first reaching a proposed revision of Operating Policy 91.178, Out-of-State Tuition Waivers. Primary proposed changes would change the out-of-state tuition waiver based on academic achievement to an out-of-state tuition scholarship; establish 2.85 as the GPA required to retain an Alumni Out-of-State Tuition Waiver and 3.0 as the GPA required to retain an Academic Out-of-State Tuition Scholarship or Community College Student Out-of-State Tuition Scholarship; and define the procedure for appealing the loss of a scholarship.
Dr. Lee presented a proposal to name the bookstore building and welcome center now under construction as the Cullis Wade Depot, in recognition of donor support for the facility and its location in proximity to the historic campus railroad. The Council concurred.
Dr. Lee reported on preliminary costs estimates for damage to the state's universities caused by Hurricane Katrina.
Dr. Lee reported that private contributions and pledges to the MSU Student Relief Fund totaled about $500,000.
Dr. Rabideau announced that the registration deadline for students displaced from other universities by the hurricane would be extended to Sept. 16.
