Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Charles Lee, presiding, Dr. Peter Rabideau, Ray Hayes, Adam Telle, Dennis Prescott, Dr. Mark Goodman, Dr. Melvin Ray, Joe Farris, Dr. Gary Pike, Charles Guest, Mike White, Bill Broyles, Tim Muzzi, and Sumner Davis.

Mr. Hayes and Mr. Davis presented plans for a renovation of the facade of Phi Delta Theta fraternity house. The council recommended approval of the planned work.

Mr. Broyles presented plans for converting the Longest Student Health Center parking lot to a gated lot to ensure the availability of parking for patients. The gate will control the exit from the lot; patients leaving the health center will be provided with a code to operate the barrier arm. The exit-control gate would be in operation from 7 a.m. to 5:30 p.m., permitting open parking during the evening for access to the library. Construction costs are to be paid from health center reserve funds. The council recommended approval.

Dr. Kibler reported that a new state law will require first safety inspections of fraternity and sorority houses.

Dr. Lee noted that proposed changes in the federal Pell Grant program will have an estimated $300,000 impact on MSU students.

Dr. Lee reported that the President's Council of IHL has discussed a possible multi-year tuition policy linked to the Higher Education Cost Index.

Dr. Lee reported on legislative outlook for FY 2006 funding.

Dr. Rabideau reported that eight proposals for Learning Communities to instituted next fall have been approved.

Dr. Rabideau reported that the academic probation/suspension policy is under review.

Mr. Telle reported that students responding to a survey heavily favored adopting a winter inter-session term.
