Executive Council met at 11 a.m. Present were Dr. Charles Lee, presiding; Dr. Peter Rabideau, Dr. William Kibler, Adam Telle, Dr. Colin Scanes, Larry Templeton, Dennis Prescott, Dr. Vance Watson, Julie Berry, Ray Hayes, Charles Guest, Joe Farris, Dr. Gary Pike, Mike White, Tim Muzzi, and George Davis.

Mr. White presented a recommendation, approved by the Campus Planning and Development Committee, to replace a glass-enclosed entranceway to the Center for Educational Partnerships with a canvas awning. The council recommended approval. Dr. Lee requested that future CPDC recommendations concerning projects of similarly limited magnitude be referred directly to the president for approval, rather than to Executive Council.

Dr. Rabideau recommended approval of Academic Operating Policy 13.23 on Faculty Workload, previously approved by the Deans Council and Faculty Senate. The policy establishes a teaching load of eight classes per year, or about 24 credit hours, as a standard, and provides for adjustments for the nature of courses, size of classes taught, the faculty member's research agenda, level of service, and other factors. Colleges and departments will further define teaching load expectations. The council recommended approval. The Office of Institutional Research will maintain records of courses and credit hours taught and make periodic reports to the provost, vice president for research, and vice president for agriculture, forestry, and veterinary medicine for review in light of the Faculty Workload policy.

Mr. Templeton noted that some groups seeking to conduct blood drives on campus have requested tickets to athletic events, and suggested the need for guidelines on whether groups should be provided, perhaps in consideration of some benefit to the university or its students. Mr. White noted that one blood drive per month is currently permitted on campus, and that there is significant demand for that opportunity from for-profit blood services. Mr. Templeton and Mr. White are to discuss criteria and guidelines for administering such activities.
