Executive Council met at 11 a.m. Present were Dr. Charles Lee, presiding; Dr. Peter Rabideau, Dr. William Kibler, Dr. Mark Goodman, Adam Telle, Dr. Colin Scanes, Larry Templeton, Bob Williams, Julie Berry, Ray Hayes, Charles Guest, Joe Farris, Dr. Gary Pike, Mike White, Tim Muzzi, Rob Rice and Adam Jones.

Mike White, chair of the Campus Planning and Development Committee, and Adam Jones, a graduate student in landscape architecture, presented a proposal to conduct an experiment testing responses to public sculpture by placing three distinct sculptures in a campus seating area and observing the effect on the use of the seating area. The project was approved by the Institutional Review Board and recommended by the Campus Planning and Development Committee. The council recommended approval.

Mr. White and Rob Rice, director of Campus Landscape, presented a proposal to improve the steps at the north end of Lloyd Ricks with the installation of broken concrete retaining walls which will double as seating, improved drainage, plantings, and a handrail for the steps. The project was recommended by CPDC. The council recommended approval.

Mr. Hayes reported that the use of extension cords from buildings by football tailgaters has created safety hazards at recent games, and recommended that use of the cords from buildings or other university power sources be prohibited for the remainder of the season. The council recommended approval. The decision will be widely publicized on and off campus.

Mr. Templeton recommended a review of university policies on the use of vans and busses. Mr. Templeton, Mr. Guest, and Mr. Hayes are to conduct the review.

Mr. Muzzi reported that the Bowen Hall renovation project has been accepted by the university and a schedule for reoccupying the building has been adopted.

Mr. Telle reported that the Student Association is supporting a petition drive calling for a referendum on the form of government in the City of Starkville, while remaining neutral on the issue itself.

Mr. Templeton reported that construction has begun on the Palmeiro indoor practice facility for baseball and football.

Mr. Williams reported that renovation of the Pace Seed Lab began on September 20 and is scheduled for completion in one year.

Dr. Rabideau reported that academic departments are working on curriculum adjustments to accommodate the planned 124-hour degree requirement rule ahead of the 2007 implementation deadline.
