Meeting 348 - January 12, 2004
Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Charles Lee, presiding, Dr. Peter Rabideau, Dennis Prescott, Dr. Vance Watson, Dr. Walter Diehl, Gaddis Hunt, Larry Templeton, Lowell Wilson, Dr. Jimmy Abraham, Dr. Jonathan Pote, Daniel Bryant, Dr. Melvin Ray, Dr. Gary Pike, Charles Guest, Joe Farris, Carson Cook, Mike White, Don Zant, Bob Johnston, and architects Chris Cosper, Richard McNeel, Jim Eley, and Nathan Boggen.
Mr. Cosper, of Pryor and Morrow Architects, presented schematic drawings for the planned Power Generator Building near Blackjack Road. The proposed building would be a two-story brick structure with mansard roof. The design was previously approved by the Campus Planning and Development Committee. Executive Council recommended approval.
Mr. McNeel presented schematic drawings for renovation of Lee Hall Auditorium to add to wings to the auditorium to accommodate dressing rooms and storage space. The proposed wings would be positioned diagonally to the Auditorium on Lee Boulevard and be connected by glassed-in areas. An existing space on the ground floor of Lee Hall would be converted to a mechanical room to accommodate air-conditioning for the Auditorium. Mr. McNeel reported that the State Department of Archives and History has reviewed the plan, since Lee Hall is a Mississippi Landmark Building, and expressed no opposition. Executive Council recommended approval of the design.
Mr. Eley of Eley and Associates presented schematic drawings for an expansion of the ERC building. The proposed 33,000 sq. ft. addition would be a two-story structure with its first level on the same level as the entrance level of the existing building, resulting in an expanded structure on three levels. The Campus Planning and Development Committee had previously endorsed the design. Executive Council recommended approval of the design.
Mr. Boggen from Foil-Wyatt Architects presented site plans for construction of the Cullis Wade "Bully" Center and a nearby parking lot. The center would be a brick and limestone building housing a "creamery," athletics merchandise story, and clock museum located near the southwest corner of Davis Wade Stadium. The Campus Planning and Development Committee previously recommended approval of the plan. Executive Council recommended approval.
Dr. Rabideau reported that the latest edition of "Top American Research Universities" published by The Center at the University of Florida lists MSU as No. 79 in total research.
Dr. Abraham recommended that the Police Department conference room in the Williams Building be named the Herbie Sanford Conference Room in honor of the late police detective, who died last year. The naming was previously recommended by the Naming of Facilities Committee. Executive Council recommended approval.
Mr. Bryant presented for initial review a proposed policy on security and confidentiality of customer records.
Mr. Guest presented for initial review a revised policy on Use of Copyrighted Work for Education and Research. The Faculty Senate also will review the proposed policy.
Mr. Guest and Mr. Zant recommended approval of the proposed policy on Misuse of University Assets. Executive Council recommended approval. The approved policy is on line at http://www.msstate.edu/dept/audit/ .
