Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Charles Lee, presiding, Dr. Peter Rabideau, Dennis Prescott, Dr. Vance Watson, Dr. Walter Diehl, Gaddis Hunt, Larry Templeton, Lowell Wilson, Dr. Jimmy Abraham, Dr. Jonathan Pote, Daniel Bryant, Christina Dennery, Dr. Melvin Ray, Dr. Gary Pike, Charles Guest, Joe Farris, Carson Cook, Mike White, and Rob Rice.

Mr. Hunt, Mr. White and Mr. Rice presented a proposal to replace the current flagpole on the Drill Field with a 70-ft. anodized bronze pole with a 20 ft. by 30 ft. American flag, lighting, a flagpole base including a bronze donor plaque and equipped with electrical and water outlets, a 22-ft. diameter brick seating wall, and a planting area. The MSU Interfraternity Council and Panhellenic Council are raising funds to pay for the project and expect to have the full amount required by July 1, 2004. Mr. Hunt reported that a financial agreement has been reached to allow work on the project to proceed with a goal of completing installation by Super Bulldog Weekend in spring 2004. The council recommended approval of the project.

Mr. Hunt, Mr. White and Mr. Rice presented a proposal to place two octagonal simulated wood picnic tables near the Japanese pavilion on Barr Avenue. The tables would be paid for by the Division of Agriculture, Forestry, and Veterinary medicine. The council recommended approval of the project.

Mr. Hunt, Mr. White and Mr. Rice presented a proposal to place white English garden benches similar to those at other locations outside Perry Cafeteria. The benches will be donated by MSU employee Wendell Ladner. The council recommended approval.

Mr. Guest presented for initial review new or revised policies and procedures including Policy and Procedure for Use of Computing and Network Resources; Policy and Procedure for University-Provided Wireless Phones and Plans; Operating Policy and Procedure for Harassment; and Policy and Procedure on Misuse of University Assets. The polices will be considered for action at a future meeting of Executive Council after review by the Faculty Senate.

Dr. Abraham reported that an ad hoc committee has been formed to review Greek life on campus, including social events, and will produce an initial report this fall.

Ms. Dennery reported that the Student Association has received $26,000 in cash and pledges to date for the construction on campus of a statue of former Congressman G. V. "Sonny" Montgomery.

Dr. Diehl reported that the previous week's faculty-administration Roundtable on promotion and tenure was successful. Roundtable comments will be shared with an ad hoc committee drafting a proposed new promotion and tenure policy.

Dr. Lee reported that a campus-based federal relations position has been created.
