Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Malcolm Portera, presiding, Dr. David Cole, Larry Templeton, Dr. Robert Cooper, Dr. Joe Thompson, Dr. Bob Altenkirch, Ms. Leah Norman, Dennis Prescott, Dr. Roy Ruby, Ms. Beverly Smith, Dr. Melvin Ray, Dr. Roy Ikenberry, Charles Guest, and Joe Farris.

Dr. Ruby recommended approval of proposed policy OP 91.351 on display of campus flags. The policy formalizes what has been university practice for several years. Campus flags will be displayed according to established rules of flag etiquette and will be flown at half-staff only by order of the President of the United States or the governor of Mississippi, or when an exception is authorized by the president of the university. The council recommended approval. Dr. Ruby noted that plans call for the Drill Field flag to be lighted for 24-hour display.

Mr. Prescott reported on fund-raising progress for FY 1999-2000.

Dr. Cooper reported that representatives of the faculty senates of the IHL universities will meet at Mississippi State in February in conjunction with the IHL board meeting.

Ms. Norman reported that no Y2K-related problems were detected on campus.
