Executive Council met at 11 a.m. in 611 Allen Hall. Present were Dr. Malcolm Portera, presiding, Dr. David Cole, Dr. Warren Thompson, Dr. Joe Thompson, Larry Templeton, Dennis Prescott, Dr. Melvin Ray, Ms. Susan Everett, Dr. Bob Altenkirch, Dr. Bob Cooper, Matt Allen, Ms. Leah Norman, Dr. Roy Ruby, Charles Guest, Joe Farris, and Dr. Roy Ikenberry.

Dr. Joe Thompson presented a draft of a Y2K contingency plan for review and comment. Council members are to send comments on the draft plan to Dr. Thompson by Sept. 7. The final plan will be delivered to the Institutions of Higher Learning.

Dr. Ruby recommended approval of a revised traffic fine schedule that would increase most fines from the current $15 to a new level of $20 or $30, but would discontinue the current practice of doubling fines not paid within a specified number of days. Dr. Ruby noted that the fines are intended to help enforce parking and traffic regulations and are not designed as a source of revenue. The council recommended approval of the revised fine schedule, subject to approval by the Board of Trustees. Under the new structure, most fines are either $20 or $30, a few more serious violations carry fines of $50, and parking in a space reserved for handicapped will rise to $100.

Ms. Norman distributed for information copies of the IHL report on FY 1999 Program Performance Measures. Results are presented for all IHL institutions combined.

Dr. Cole reported that the Dean's Retreat on Aug. 31 and Sept. 1 would focus on carrying out the objectives specified in the Priorities and Goals 2000-2004 adopted this spring.

Dr. Portera thanked Dr. Warren Thompson for his service as interim vice president for agriculture, forestry and veterinary medicine, and noted that Dr. J. Charles Lee will assume that position on Sept. 1.
