Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Malcolm Portera, presiding, Dr. David Cole, Dr. Bob Cooper, Gaddis Hunt, Larry Templeton, Dr. Warren Thompson, Dr. Roy Ruby, Dr. Bob Altenkirch, Dr. Melvin Ray, Ms. Susan Everett, Charles Guest, Joe Farris, and Mike Rackley.

Dr. Ruby recommended that Student Affairs Operating Policy 91.207, Fraternity and Sorority Houses-Summer Housing, be deleted. The council recommended approval.

Dr. Thompson recommended changes in the design of the planned Central Mississippi Research and Extension Center to keep the estimated construction cost within the available budget. The council recommended approval of the changes.

Dr. Portera and Dr. Cole reported on the previous week's meetings of the Board of Trustees of the Institutions of Higher Learning.

Dr. Portera and Mr. Templeton reported on the previous week's meeting of the Mississippi State University Foundation.

Dr. Portera noted that the City of Starkville has offered its assistance with litter collection along Highway 82/Highway 12 adjacent to campus. Mr. Hunt is to coordinate a schedule with city representatives.

Dr. Ruby reported that a meeting of chief student affairs officers of state universities has been called by IHL staff members.

Dr. Portera reported on discussions with Meridian officials concerning a proposed plan to renovate and restore historic downtown buildings for use as an education and performing arts center to help revitalize the downtown area.

Mr. Hunt reported that a three-hour power outage on campus the previous Friday evening was apparently the result of a lightning strike on the substation.
