Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Malcolm Portera, presiding, Dr. David Cole, Dr. Rodney Foil, Bill Broyles, Dr. Euel Coats, Ms. Leah Norman, Dennis Prescott, Larry Templeton, Dr. Roy Ruby, Dr. Joe Thompson, Brad Sweet, Dr. Robert Altenkirch, Charles Guest, Dr. Roy Ikenberry, Dr. Melvin Ray, Joe Farris, and Matt Allen.

Dr. Portera welcomed Dennis Prescott as the new vice president for external affairs.

Dr. Ruby recommended approval of revised policy OP 91.117 "Student Use of Computing Resources." The revision adds a prohibition against displaying pornographic or sexually explicit images on a computer in view of others in a public facility or location. The council recommended approval.

Dr. Ruby recommended an increase in the student health fee from $60 to $70 a semester, noting that the increase would be the first in four years and that no further increases would be likely for at least three or four years. The council recommended approval.

Ms. Norman reported that a parcel of property adjacent to the university was being offered for sale. Ms. Norman and Mr. Prescott were to explore a possible transaction with the property owner.

Dr. Altenkirch reported that grants and awards for February totaled about $6 million, bringing the year to date total to just under $44 million.

Dr. Portera reported on alumni events and Patrons of Excellence solicitations during the previous week in Dallas-Fort Worth and in Houston.

Dr. Portera distributed for recommended reading a University of Florida publication on measuring institutional efficiency.

Dr. Portera reported on the status of appropriations and capital improvement bills in the state legislature.
