Executive Council met at 11 a.m. at 611 Allen Hall. Present were Dr. Malcolm Portera, presiding, Dr. Euel Coat, Brad Sweet, Dr. Bob Altenkirch, Dr. Roy Ruby, Ms. Leah Norman, Dr. David Cole, Bill Broyles, Joe Farris, Dr. David Cole, Larry Templeton, Dr. Rodney Foil, Charles Guest, Dr. R.D. Ikenberry and Mike White.

Mr. White presented a recommendation to escalate the scope of the ISTEA bike path project and to increase the university portion of the funding by approximately $270,000, including matching funds. The scope of the project as revised would complete the bike path, street improvements, landscaping, and lighting from University Drive/Barr Avenue to Perry Drive in the central campus. The expanded project would include a plaza and parking lot north of Bost Extension Building. The total project cost is now $2.75 million and the university funded portion is about $550,500, with the remainder provided through the Mississippi Department of Transportation from federal Intermodal Surface Transportation Efficiency Act funds. The council recommended approval of the project changes. Construction is expected to begin in the spring of 1999.

Mr. White presented a Campus Planning and Development Committee recommendation that the university adopt a standardized medium-brown brick color for new construction on the central campus. The council declined to endorse the recommendation.

Dr. Ruby presented for review a proposed policy on the use of a voice stress analyzer by the MSU Police in conducting investigations. The device, designed to assess truthfulness, would be used only on a voluntary basis with the consent of the subject, and examinations would be administered only by trained operators. Results regarding the testimony of a person accused could be introduced in disciplinary hearings only with the consent of the accused. The proposed policy was referred to the Faculty Senate for review.

Dr. Ruby recommended approval of a policy on "Guidelines for Documentation of Students with a Specific Learning Disorder, Attention Deficit Disorder, or Attention Deficit/Hyperactivity Disorder, or a Psychiatric Psychological Disorder. The policy was previously reviewed and endorsed by the Faculty Senate, and generally follows federal requirements for providing assistance to students with special needs. The council recommended approval of the policy.

Dr. Ruby reported that former Student Health Center director John C. Longest is in serious condition in a Tupelo hospital following a weekend fall at his home.

Mr. Norman presented for information an updated construction progress report on campus building and renovation.
