Executive Council met at 9 a.m. at 611 Allen Hall. Present were Dr. Donald Zacharias, presiding, Dr. Rodney Foil, Leah Norman, Mike Richardson, Dr. Billy Ward, Dr. Derek Hodgson, Dr. Mike Couvillion, Dr. Debbie Baker, Larry Templeton, Dr. Melvin Ray, Dr. R.D. Ikenberry, Joe Farris, Charles Guest, Mike White, and Warnie Kennington.

Mr. White presented a recommendation of the Campus Planning and Development Committee that the monument commemorating The Campaign for Mississippi State be located in front of Allen Hall, and that the Centennial sculpture now on that site be relocated. The council recommended approval with the provision that an appropriate and prominent site for the Centennial sculpture be identified and recommended by the Campus Planning and Development Committee.

Mr. Kennington presented a Campus Planning and Development Committee recommendation for the design of a renovated Hitch Hiker Stand originally donated to the university by the classes of 1948 and 1949. The proposed structure will use the existing steel columns and add decorative elements and a copper roof. The council recommended approval of the design.

Mr. White presented a CPDC recommendation that a proposed outdoor recreational swimming pool be located on the South Farm in proximity to the intramural recreation fields now under construction. The council recommended that a decision on the location be deferred and that an alternative site north of the Sanderson Recreation Center be considered, as well.

Dr. Ray reported that grants and contracts for March totaled $2.068 million, bringing the fiscal year total to date to $33.24 million.

Dr. Ward recommended the creation of an task force to devise ways to reduce litter on the campus. The council recommended that a task force be appointed with representation from each vice presidential area, and that the task force produce recommendations during the summer to be implemented next fall.

Dr. Hodgson distributed information on a performance funding plan being instituted for South Carolina universities.

Dr. Ikenberry distributed an updated version of the university organization chart; additional needed changes were noted.

Dr. Couvillion reported that Higher Education Commissioner Thomas Layzell is considering dates when Board of Trustees representatives might visit the campus to talk with Faculty Senate members.
